The ECO4 Application Process Explained

In short, the ECO4 scheme sees energy providers work with experienced, trusted installers to bring energy efficiency upgrades to households on low income and whose property has a low EPC rating.

If you’re reading this, you might already be aware of the ECO4 scheme and its benefits for tenants. If so, you’ve probably already decided to apply for ECO4 funding and read about what criteria are necessary for eligibility. At this point, you might be ready to start an ECO4 application, which must be submitted for the household to receive the benefits. So what does this process look like? Let’s break it down.

Check Your EPC Rating

This is the first stage in determining your eligibility.

An EPC rating of D or lower is one required criteria for eligibility.

Gather Proof of Eligibility

The ECO4 application for renters needs you to gather any required documentation, which will prove your eligibility for funding. This includes:

  • The annual income of your household.
  • Any benefits received.
  • Any health issues affecting the household that may be impacted by cold.

You can be supported at this stage by an experienced energy efficiency solutions provider, who can help you to determine your eligibility and navigate the entire application process.

Determine The Current State Of Your Property

The ECO4 application form may ask you the following questions:

  • What is your property type?
  • What is the wall type?
  • Do you have wall insulation?
  • What is your current heating system?
  • Is your loft insulated?
  • Do you have a separate hot water cylinder?
  • What is the make and model of your boiler?
  • When was your gas meter installed?

Ensuring you know the answers to these questions will provide more detail to the party assessing your application, making it more likely that you will receive funding.

ECO4 Eligibility For Renters

One of the most complex parts of the ECO4 application for renters, which can have you scratching your head in confusion, is finding out what the eligibility criteria are. There are three core criteria:

  • An EPC rating of D or lower on your owned or rented property.
  • You must be a homeowner or a private tenant who is on the qualifying benefits.
  • The total income of your household must be £31,000 per year or below.

There are other specific criteria you can meet in order to be eligible. You can explore them all here in our dedicated article for tenants.

The LA Flex Fund

You might look at the criteria above or the other eligibility criteria for ECO4 funding and think, “This doesn’t quite describe my situation - Could I still be eligible?” The answer is yes!

This is where the Local Authority Flexible Eligibility (LA Flex) programme comes in. This is a programme which is part of the ECO4 scheme, but is focused on people such as homeowners and tenants who do not have the required criteria for ECO4 funding - such as being part of a specific benefit scheme - but still rely on free financing initiatives.

LA Flex is essentially an extension of the ECO4 scheme and is provided by local authorities, and so may differ in various areas of the UK. The eligibility for LA Flex is less strict than for ECO4.

The main eligibility criteria for LA Flex are:

  • Being in a household on a low income, which could be £31,000 or below. This number will differ depending on the area you are in.
  • Having a household member with a medical condition which is made worse by living in a cold home.
  • Determined to be living in a household suffering from fuel poverty.

Please note that not all of these need to be met in order to receive funding.

In short, the LA Flex is for people who fit the ECO4 core criteria, but are not part of a benefits scheme. It’s flexible! And similar to ECO4, there are trusted energy efficiency solutions providers who can carry out the application and installation on behalf of the owner or renter of the property in question.

ECO4 Grants: What Else Does a Tenant Need?

At this point, you might have:

  • Gathered the documents that prove your eligibility for ECO4 funding.
  • Spoke to an experienced energy efficiency solutions provider who has assessed your property and determined what installations could be made.
  • Began the application for ECO4 funding.

But as a renter, you still need one thing before any work can be started: The permission of your landlord. This is often known as an energy efficiency consent request, and can be supported by an energy efficiency solutions provider.

The process itself is fairly simple, but you must ensure that the request is valid by:

  • Identifying what energy efficiency improvements will be installed.
  • Identifying a source of funding (In this case, ECO4)
  • Making a request in writing to your landlord (there is no set form for this). This must include:
  • The list of energy efficiency improvements to be installed.
  • Works that will be carried out to restore the property to its original condition post-installation.
  • Details of the installer, otherwise known as the energy efficiency solutions provider, you are working with.

This is the moment where an experienced energy efficiency solutions provider can really help, as the involvement of a landlord can get complex.

First of all, landlords have a duty not to unreasonably refuse a renter’s request. This means that if they do refuse, they must set out the reasons for not giving consent within one month of the request being received.

A landlord may also offer a counter proposal, a property improvement notice, or need to obtain additional evidence before making a decision. They may also need third-party consent from, for example, a superior landlord.

More in-depth information on this process can be found in this document provided by the Department for Business, Energy & Industrial Strategy (BEIS).

Addressing Common Concerns

There are several concerns you might have before applying for ECO4 funding, but we’re here to help you navigate these concerns.

What If My Landlord Refuses My Request?

There a several reasons why a landlord or a superior landlord might refuse a renter’s request. For example, they might refuse if they had already wanted to make the same home improvements within the last six months but the work was refused by the tenant - but this is an incredibly rare circumstance.

If a refusal is given to a valid tenant’s request, and a renter does not think the landlord has given a sufficiently detailed response to that request, the tenant can apply to the First-Tier Tribunal (General Regulatory Chamber). The renter has 28 days to do this from the date of the refusal, and this costs £100.

A submission of a notice of appeal will be a part of this process, which is then given to the landlord, who must submit a response within a further 28 days. Once this occurs, the Tribunal will determine whether the landlord’s response to the renter’s request is valid.

If the Tribunal determines that the landlord has failed to comply, they may provide an Order for the renter, which gives them consent to make any of the discussed energy efficiency home improvements.

We understand this sounds complicated. However, it’s fairly uncommon that a tenant’s request would be refused if the request is completely valid and supported by an experienced energy efficiency solutions provider.

What If I’m Not Eligible For ECO4 Funding?

ECO4 grants are meant for those on low income, who are on benefit schemes, who have low EPC ratings on their property, and/or who have medically vulnerable household members. This makes many people in the UK ineligible simply based on one or more criteria.

You might not be eligible for a number of reasons. However, we would always encourage getting in touch with us to find out if you’re eligible. If you think you are based on reading this article, it’s likely you will be.

Alternatively, if you don’t think you’re eligible for ECO4 funding, you could still be eligible for LA Flex funding.

Can The Funding Be Spent On Anything Else?

No - a successful grant only goes towards energy efficiency home improvements.

This grant also isn’t paid to you, but is paid directly to the organisation installing your energy efficiency home improvements. And remember, none of this costs you a penny.

How Do I Know What Home Improvements To Choose?

You don’t need to worry about figuring out whether you need another 100mm of loft insulation or whether a heat pump is the best solution for your home, because when you partner with the right energy efficiency solutions provider, they will figure this out for you.

What If It All Takes Too Long?

We understand that dealing with lengthy approval times is neither fun nor fulfilling. That’s why working with a trusted energy efficiency solutions provider - one who understands the needs and circumstances of households suffering from poor energy efficiency and fuel poverty - is the right course of action.

Partnering with the right people will ensure the time it takes from first application to final installation is a short as possible.

Are There Any Hidden Costs?

An ECO4 grant is designed to provide assistance without any hidden costs. The only cost incurred from the perspective of a renter or a homeowner is the time it takes to apply.
